Sheff Wed Faces Serious Challenges, Declares Independent Regulator

'We are going to be a part of football's future' - newly appointed regulator David Kogan

Sheffield Wednesday's persistent issues constitute a "significant problem" and the independent regulator is seeking powers to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has declared.

Through a comprehensive talk, Kogan, who was named to the position this week, showed understanding towards the club's followers.

The chairman convened with four supporters' associations representing the football team in recent days.

The football club have been experiencing difficulties in multiple areas in the current year, with the club missing wage payments on five separate occasions, including in the autumn.

"Obviously the club has become a major concern for the league and a significant problem for football," the chairman stated.

"The club represents one of the great brands for the English game and in recent days we have met supporters' organizations.

"We're now looking to get powers... which will allow us to have the club and similar situations submitted for our review if they need to be investigated and addressed."

Economic Challenges and Ownership Situation

The team's struggling chairman the Thai businessman indicated in the summer he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with potential new owners.

Failure to pay player wages on time in March and May led to sanctions by the football authorities in mid-year, blocking the team from conducting any transfers or loans for the subsequent signing windows, although those limitations were removed in August.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the Owls followers, teams facing challenges where fans are dedicated to a community organization that has existed throughout their lifetimes in many cases.

"I fully appreciate the club's situation, as I do for every team that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the followers."

When asked if the oversight body could require an owner to sell a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"The last thing what we want to do is begin intervening in an individual club, an particular chairman, without being in a position to cooperate with that owner to try and resolve the challenges confronting the team and the owner's facing," the regulator explained.

"In actuality, when you look back over the history of the sport, over the recent generations there have been some owners, few in number, but some who have been irresponsible in the manner they have operated their organizations and finally decline to assume obligation for the coming years."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to detail the scope of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"It's a job that's actually really important, because if errors are made, if the world of football gets it wrong, the extraordinary progress that's been made might evaporate rapidly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a major achievement - we must maintain momentum.

"Considerable investment flowing into the game and has been channeled for the recent generations, because there's no guarantee it will keep flowing into the sport, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I completely endorse the achievement and development as an financial organization of the top division.

"Being fully aware of the worry about compromising the top flight as an elite competition of England. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a considerable comfort."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in recent years.

The official provided financial support for government minister the politician's campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I am presently disconnected from any sort of politics."
